Does combining two batteries parallel increase the capacity?

Can I connect two batteries of the same brand (both 2600mAh) parallel to get a bigger capacity with the same voltage without problems?

I hope this is not an off-topic question.

Those batteries should be able to be wired in parallel for 3.7V and 5400mah.

It looks like that circuit device is intended to use 18650 batteries and create a portable power source for powering USB powered devices. Is that what you intended to use if for?

Well devices yes, but not all of them through the USB ports, some need Step-Up converters that I solder to the batteries.

That circuit board, to me seems like a charger for 18650 batteries and USB power outputs. Connecting directly to the batteries seems like a bad idea. You get no current or voltage regulation. Wouldn't it be better to use the regulated 5V USB outputs and put the step up regulators on those?
