[SOLVED] Does Cooling Fan Normally Start and Stop?

I recently opened my Acer Aspire E 17 to add some ram. I had to disconnect most stuff connected to the motherboard to get under the motherboard and install the ram. I got a bit paranoid about if i plugged the fan in correctly so i just recently checked if i did. What is saw the fan doing was starting then stoping for a bit and this continues. Is this how a fan normally operates? I don't want to mess up the system because its a very nice laptop. Thanks.

It's the preset fan curve set by the manufacturer.
The fans are off until it reaches a certain threshold, fans ramp up, parts cool down below that threshold, and they shut off again.
It actually looks as if its running better now. Perhaps it does not run continuously until you logon. Im running Linux Mint and the "sensors" command is giving me;
