Does Cpu temperature affect performance?
My CPU temp. at idle 57 °C
My CPU temp. at full load 70 °C

My CPU is intel core 2 quad q9300 2.5 ghz
stock intel cpu fan

yes it does, but i suspect the 70C isn't an issue. try running prime95 on all cores see if it goes above 70C. if it does there's no problem whatsoever with performance.

Because CPUs and all other components have their own way of "preservation". When they get to the limit they were made they start to decrease their speed (GHz).
