Does CryEngine's "Pay what you want" system actually work?

I noticed on their website, https://www.cryengine.com/get-cryengine that CryEngine was offering a "pay what you want" system. I need a free game engine to develop something in my spare time and was looking at Unity 5 and Unreal Engine 4. Then, I found out that CryEngine will let me choose to pay $0 to use the game engine.

My question is, does this "pay what you want" system actually work even if I choose $0? Also, do I get the full version of the game engine?

Alright thanks, I'm mostly just going to mess with it myself since I haven't found decent f2p games in a while.

This is purely conjecture but I feel it may be better to go with Unity. Not that anything is wrong with Cryengine, just that there is likely a lot more resources available to you.
