Does Dell 0200dy Support a GT 730?

My friend just wants to make a PC capable on gaming at CS:GO at low settings on at least 60 fps and a few not so intensive games.
He has a Dell Optiplex with a 0200DY mobo and I was wondering if a single slot GT 730 would do the trick. That board does have a PCI-E x16 slot (in x8 configuraiton).

A 730 would pretty much be the max that old setup could utilize.
If the machine has a core2duo then you should be good for older non-cpu intensive titles at low settings at 720p resolution.
