Does e-Scooter illegal in New York?

Hello everyone,

I planing to buy e scooter and e bike but I not sure if they are legal. I seen many people in Brooklyn riding them on streets, route with no worry’s, but I check some websites where is says that e scooter is illegal and if you get caught you would have to pay $500, so I’m not sure if it’s legal or cops maybe just don’t care about it?
