Does FAT32 queue data transfers (random 4K Q32 T4 etc.)

So I bought a new USB flash stick and immediately measured it. I'm happy with the sequential numbers but in 4K speeds I got the same results no matter how queued or threaded the transfers were. Is it some kind of limitation of FAT or the USB stick's onboard controller?

I would say the USB controller. USB devices are not designed for random read/write.
