Does Fraps increase FPS?

I just bought a gtx 950 strix from asus and i dont overclock or change any additional setting. Then i play Dragon Dogma Dark Arisen (high setting), its a bit tearing and doesnt as smooth as i expected from a gtx 950 card. Then i turn on Fraps but i dont record to my screen. The game run very smooth just like my expectation. And it happens on every game.
1. Is turning fraps on increasing fps?
2. What should i do with my vga card settings to make it run smooth without fraps?

If anything, FRAPS will decrease your framerate since it adds more work for your computer. But unless recording the impact will be pretty much unnoticable.

As for tearing, try enabling tripple buffering + vertical synchronization, or, if you have a screen for that, use g-sync. With vertical sync you won't get any tearing, but in combination with only double buffering you can get worst case 16.6ms visual lag increase (for 60Hz panel). Tripple buffer pretty much avoids this lag increment so the lag compared to v-sync disabled is close to none.
