[SOLVED] Does GPU always need to run 100% without capped frames?

Just got an ASUS Tuf 3080. I'm using a 5600x and 1080p resolution. I'm testing out GTA 5 online, and pulling around 110-120 frames on ultra.

My cpu and gpu usage are very close around 33%. I want at least 144fps, but notice my gpu is no where near 100% utilization.

My question is: Are some games not meant to use 100%, and this is simply the limitation of my card? Is there a way to get it to 100% gpu and pull at least 144fps?

What monitor are you using? And do you have VSYNC or fps cap enabled?

Do you have all the latest drivers? You can download Driver Booster 8 and check, very good and reliable software from my experience.
Could you try upscaling the resolution to 1440p or 2560p, that should definetly put some more work on your GPU and see if the FPS drops or if it stays about the same.
I also read that MSAA is just a FPS eater in GTA V

Post the rest of your system specs.

Low GPU utilization means your CPU is the limiting factor. You would need a faster CPU to reach 144fps or higher at 1080p or higher resolution. Your ram could also be limiting you if it's not faster or running dual channel mode.

Keep in mind that GTA V is a CPU demanding game. If your CPU isn't strong, you might have a NASA 2083 GPU and you still won't be hitting the diserable frames.

Yeah the cpu and gpu usage are neck and neck right around 30 ish percent

What is your ram speed and timing? Ram can affect fps and if you have loose timings or haven't set the speed and timings correctly, you could be losing out on 10-15fps.

Looking at reviews for the CPU, you are already hitting close to maximum fps with the Ryzen 5 5600X with the settings you are using. GTA Online and GTA5 single player have different CPU requirements and often when I used played GTA Online, I found it required more CPU than single player and I'd have higher fps in single player. You will need to lower the settings that affect CPU usage if you want 144fps.

Lastly, GTA5 can only use 8 CPU cores/threads and has a 180ish fps limit as far as I know. So buying a higher thread count CPU, like the 5900X, is not going to help you gain more than 3fps at 1080p max settings.
