Does HDMI cables limit fps?

My HDMI cable broke so i'm going to buy a new one, but at the information bar it says max 4096x2160 @ 24Hz. So i can still play 1920x1080 - 1080p @ 140hz right?

Correct.

The 4K @ 24Hz isn't a limitation of the cable (necessarily), but of an HDMI revision - I assume the listing you are looking at is a little dated, that's all.

HDMI 1.3 (I believe) and 1.4 (which most GPUs have) can support 1080p at 144Hz, but is limited when you move to higher resolution (4K limited to 24Hz, for example).

The latest revision, HDMI 2.0 can support 4K @ 60Hz, but that's not the top here.
