does high cpu usage mean bottleneck?

i was just wondering if high cpu usage in task manager is a bottleneck issue when i alt tab my game to see it?

If its consistently at 100% usage while the GPU is lower than that's a good indication of a CPU bottleneck.

It could be a thousand things. Do you have any other processes running in the background that could cause memore leakage? Disable all unneccesary processes and check your system for malware.

It means the CPU is working as fast as it possibly can.
