The x4 9600 is better than your x3 8600, but the gains are not worth the money you throw on it (between 0% and 10% gain, mostly in CPU-intensive games/programs because of the additional core, the frequency being the same, 2.3GHz).
What you can do: buy a motherboard with DDR2 + DDR3 support (http://www.pcgarage.ro/placi-de-baza/asrock/960gc-gs-fx/) and use the x3 and DDR2; when you will afford buy a second-hand Phenom x4 945 (3GHz, 95W TDP) which can work with your actual DDR2 memory; after a while you can buy a 2x2GB or 2x4GB DDR3 kit and sell the (x3 + M2N68 + DDR2) as a kit.
If you can wait a little longer, the best is to go with an entirely new platform, FX-6xxx/FX8xxx (DDR3, Socket AM3+, high power consumption, end of life) or i3/i5 (DDR3, Socket 1150, high efficiency, still acceptable upgrade path).
