like these mounts
https://www.ebay.com.au/itm/122091778732

i have a few decent new coolers i wanted to use on new build,
but i see some alt mounting holes on some z690 mobo and not b660...

not sure how difficult it is to use older mounts
Go to the website of the manufacturer of the cooler you want to use; check and see if they already include a bracket for socket 1700; with some you may have to order it separately but most have it already included. But you need to let the manufacturer's website be your guide.

The link you posted is for lga2011.

DO NOT plan on drilling your motherboard!

Some Z690 motherboards will have a second set of holes to accommodate older coolers. AIO coolers are likely to work ok if the mounting pressure is sufficient.
lga cpu z height is about 1mm lower. And that is +/-.
Most cooler makers will offer lga1700 mounts with new stock. With older stock, they offer a lga1700 kit for free or a a modest charge.

For air coolers and some aio there needs to be a way to get sufficient mounting pressure for the cooler. Their mounting methods differ so a generic lga1700 mounting kit may not work.

What coolers do you have in mind?
What cpu do you need to cool?

12400f will come with a stock intel cooler.
Try it first and see how you do.

Your snowman cooler looks to be a decent upgrade if you need it.
Tower types usually do a better job of pushing heated cpu air out the back of your case.

But, it looks like a spring mount and I wonder if, even with a lga1700 backplate would it have sufficient pressure to properly do the job.
