Does Intel Heat-sink and Fan LGA 1155 fit the HP 8300 SFF Motherboard with socker LGA 1155, as I'm struggling to get the intel Heatsink to fit on the Motherboard

From your HP 8300 SFF MB layout, it is the BTX format MB, you can't use the regular lga1150 atx format cooler on that BTX MB.

Does the Heat-sink and Fan have to be the HP Brand SFF

You need the intel BTX format cpu cooler, don't matter HP brand or other. But you may have problem to find one, may just find the HP brand.

It is definitely an ATX board in terms of layout and fitting perfectly into an ATX case. It is just the heatink mounting holes that are oddly different
