Does it matter which pcie slot i put my graphics card in?

I have a Cryorig H7 that produces a lot of heat, which is right next to my graphics card. Am I able to just move the graphics card to the second slot without facing any problems. Under my motherboard specs it says PCIe x16: 2. I have a Tampa2 motherboard.
 
according to HP, you have 2 PCIE x16 slots, if the top one is too close use the second one... (both shown with bleu arrows)

Well the lower slot may not be electrically wired for 16 lanes even though it is an x16 slot. Most if not all Z370 boards do not provide 16 lanes on the lower slots, also it is best to use the slot closet to the CPU for shortest trace length. This likely would not affect performance in any noticable way, but I would still personally use the top slot.

OH NO! I tried the other slot and it wasn’t detecting my gpu, so I put it back in the first slot. Now I’m stuck on the loading screen and it won’t move. PLEASE HELP!!!!
