I was wondering if I just lock-in my GPU to the highest boost clock instead of it fluctuating all the time based on demand will that improve performance in-game and achieve more consistent fps (of course besides some scenes in game are more demanding than others).

Solution
I wouldn't say micro-stuttering I'm just looking for ways to get more FPS in a game, more specifically I'm playing Kingdom Come: Deliverance right now and was just wondering if this can help me get more fps. Also experimenting with turning off low latency mode in nvidia control panel as input latency is not very important in single player games
gpu pretty much takes work from cpu, if cpu cant keep up, gpu is doing nothing.
so, no u wont get more fps if u overclock GPU when cpu is bottleneck, on another hand, u can use more game details, antialiasing etc, so gpu can be more utilised without reducing fps

fps shouldnt fluctuate due to gpu boost, it downclocks if it has low amount of work to do
if u have some sort of microstuttering (due to high clock fluctuation rate) then using high performance there could help
