first id like to say if you have any recommendations im all ears haha. i dont listen to alot of music but i do enjoy gaming. i saw a great deal for 84$ normally 150$ https://www.newegg.com/Product/Product.aspx?Item=N82E16836121048&utm_medium=Email&utm_source=IGNEFL040318C&cm_mmc=EMC-IGNEFL040318C-_-EMC-040318-Latest-_-Speakers-_-36121048-S2A3B&ignorebbr=1

and was wondering as i dont necessarily need more noise but i do want good sound quality and i dont know a whole lo about sound i have a very good audio chipset on a z370 asus rog board and have been long overdue for decent speakers

Logitech is good and so is Creative. Though, higher wattage doesn't mean that you'll get better quality. For example, i have Avermedia Ballista Trinity speakers in use with my Skylake build,
speaker specs: http://www.avermedia.com/gaming/product/audio/ballista_trinity#s3

My speakers are 77W RMS and for me, they produce great quality sound both for gameplay and music listening (i love the deep bass they produce). That, and they also match perfectly with my black & red themed build.

Though, i don't suggest which ones to go for since speakers are personal choice and people hear sounds differently. But do look some video reviews before getting a set of speakers to know how they sound.

Not necessarily. Look at the SNR of the hardware. That will dictate the sound quality not wattage. Wattage is the measurement of power used to generate the vibrations of the sound coils to make the sound. All things that use electricity creates noise in the circuits. What it will depend on is what signal to noise ratio does the hardware have. This also applies to speakers not just the hardware that drives them.
