Does my CPU Work

I recently had my surge connector completely shut off while my computer was plugged into it. My computer never turned on after that, even after multiple tries. I ordered a new PSU, thinking that was the problem, only to do physical damage to the board, which now doesn't work. I decided to start from scratch, and am selling old parts, but I want to make sure my CPU works. I don't have a motherboard to test my power supply (which I suspect is broken), however I have tested the RAM and it works, as well as my GPU (EVGA 1070 FTW). All my hard drives and SSDs work as well. Is there anything I can do to test it? (All of my friends have newer LGA 1151 or Ryzen systems).
 
Not quite sure what you're asking (and you don't give any info about what motherboard or cpu you have) but the only realistic way to test a cpu is to put it in a compatible motherboard and boot that sucker up.
