Does my GPU need a fan?

I was given a NVidea Tesla M2070 for my birthday,a nd am looking to build a PC for the first time. I was wondering if it needed fans as it didn't have it.

You realize that card won't display anything. It has no video outputs. It is intended as a computation GPU in a server. You will need LOTS of air blowing from the front of the chassis across the card and out the back of your chassis. Unless you are doing MATLAB or some other GPGPU type work, that was probably a waste of money.
