Does Nvidia limit FPS in certain titles?

I noticed that in Doom and Fallout 4 my FPS would cap at 60 (my monitors refresh rate) even when I disabled V-Sync. It doesn't cap my fps in titles such as CS:GO. If someone could tell me why this is happening and if I can disable it how that would be great.

I recall having some issues in Doom getting Vsync to turn off. Been a long time since i've messed with it though. Try switching from Vulcan to OpenGL.

For Fallout 4, it has vsync forced on due to issues with the physics engine at higher FPS. You can look here though at the bottom of the page. It tells you how to disable vsync if you want: http://www.tweakguides.com/Fallout4_1.html
