Solution
the gtx 750ti is a good option, however if possible get the 1050ti edition, im sure that'll be fine with your pc, it might be a bit bottleneck in the 1050ti, but it will give a nice upgrade path without performance sacrifice
powerlogic , thats the key word, unless you like fireworks, get fsp instead, you'll do yourself a favor that way in terms of quality assurance

but judging by the amperage it seems just enough (12x25 = 300w) as the card pushes 150w typically, and your cpu will take 65w ish, as long as it has 2x6 pin it could, but i wouldn't really recommend it due to the psu,
even my 450w psu has total of 30a in the 12v rail,

All your components are old and rather inexpensive to replace; therefore you probably aren't that concerned about the quality of your PSU designed for older P4 systems. If the system isn't stable, then replace it by a PSU that provides a lot more power on the +12V rail. Consider the powerlogic atx-600-w as a cheap 350W unit. Your main challenge is to determine if it can reliably provide 25A on the +12V rail.

Solution
ofc it does, directx is universal for windows os & the hardware running it, windows 7 runs up to 11 and 10 runs up to 12, your card should support 11 and 12 which gives it a futureproofing potential
