Does ram affect game performance ...can slow ram cause games texture to load slow and cause lag

Yes exactly, let me explain why that happens -

First whenever you start a new game, all the textures have to load from Hard Disk which is much much slower than RAM's read - write speeds.
Secondly the graphics card has to render the whole scenario for the first time.

What VRAM (Video RAM or RAM of Video Card) does that, it stores the loaded textures by hard disk and rendered stuff too. So next time you view the same thing, it does not have to load it all over again which makes things go light on video card and hard disk and thus its faster and smoother.

Mainly the lag is caused due to slow hard disk and video card. You should get at least 1 TB 7200 RPM HDD. I believe your CPU and Video card are just ok. Not recommended for Crysis 3...
Dram frequency of 800 = DDR3-1600 when in Dual channel mode.
HOWEVER, Looking at your screen shot, IT does not show if it is operating in single or dual channel as it is greyed out .
IF it is operating in single channel mode then the EFFECTIVE speed is 800 and if dual channel then it is 1600.
(Note the lowest DDR3 is 1066).

Since you have 2 x 4 gig DDR3-1600
You must decide if the cost for Higher speed ram as you will need to replace both sticks justifies the increased performance.
Note jack is correct, but when looking at performance boost, it is based on going from 1333, so going from 1600 would be less.

ALSO, Double check your MB Manual to see what the Max speed of ram you can use. Additionally Bios UPDATES sometimes increase the max speed of ram you can use.
IE if max speed is only 1866 then NOT worth it going from 1600.
Might help if you post your MB make/model.

I think your best bang for bucks in OVERALL system performance would be to upgrade the HDD, Both Jack and I recommended the same drive.
 
Well say what you will but I was running crysis 3 with single channel 1600 ram switched to dual and boom it was smooth. Before it would stutter really bad. Nothing else was changed. Idk if it was some freak thing but that's my experience. Notice stutter not low fps I had 40 fps but was borderline unplayable.
 
^ think you missed the gist of what I was saying - He needs to verify dual channel mode as CPU-z is NOT showing.
Yes you take a hit if you are running DDR3 in single channel mode.
