does ram help with fps stutter?

alright, in that case, say for example, skyrim, 60fps in some areas, then some dramatic drops to 30fps

Yeah, in Skyrim it would help, The good news is that it's relatively cheap way to upgrade - just don't spend loads on "fast" RAM, it's just not worth it. RAM is RAM.
