or even reduce it.s life ?
for example lets say 10 restarting in 15 minutes

I let my son to use my gaming pc
but for some reason he like to keep restarting the pc

so my question does restarting the pc hurt or damage the motherboard or the cpu?
and also does that cause any damage to windows system files ?
he is restarting the pc normaly from the start menu .

Restarting can be stressfull to hard drives, but it doesn't impact motherboards in any noticable way.
Can't you reason with the kid?

BTW: it is possible to remove shutdown button:
gpedit.msc
Local Computer Policy/UserConfiguration/Administrative Templates/Start Menu and Taskbar/Remove and Prevent access to the Shut Down, Restart, Sleep and Hibernate commands

No, it won't. I would question why he is doing it, though. Maybe there is some other issue.
