Question Does Ryzen 7 5800x High Voltage is safe?

I'm using Eco-Mode with DOCP Enable and Curve Optimizer Off.

CPU Voltage Set = Auto

I tried to Eco-Mode with Curve Optimizer for all cores -20 negative it crashed after 8 hours

You didn't say which voltages? DOCP has nothing to do with core/CPU voltage and CO depends on "Silicon lottery".
Is your BIOS up to date ? Some ASUS MBs had voltage problems at first.
 
If you are getting WHEA errors, and you play with the Curve optimizer, look at the error in the general at the bottom in Event Viewer, you want to know what the Processor APIC ID is, that will point you to the core that does not like the -20 core offset, you can then set a manual Curve optimizer per core instead of all core, and lower the one thats having issues to -15 and so on, and even increase the other until you see another WHEA error or other weird behavior. I would only do a couple of core at a time, not the entire CPU.

For example, your 5800x

APIC ID:

0 or 1 = core 0
2 or 3 = core 1
4 or 5 = core 2
6 or 7 = core 3
8 or 9 = core 4
10 or 11 = core 5
12 or 13 = core 6
14 or 15 = core 7

Will be slightly different with multi CCD CPU's, like my 5900x or the 5950x you can get the APIC ID from CPU-Z by exporting the html and opening it up will show you what core co asides with the APIC ID, Thats the easy way to see what core likes what negative offset in the curve optimizer.

Do note that sometimes if you are on the edge of stability with the Curve Optimizer, it wont throw out a WHEA Error soon, sometimes it can take days, or the right work load to throw out an error, took me weeks to figure out what each of my core on my 5900x likes, 1 of my cores wouldn't do beyond -12, others -30, it just depends.
