Does side-panel fan help reduce GPU temperature ?

I run a XFX R9 290 DD, and I get a 85~90 max temp during gaming this summer when AC is not on. Just want to know what are some possible way to reduce the temperature ? Does side-panel fan help ?

*EDIT : My case airflow is the standard front intake, back/rear exhaust

Always Intake. You want to supply fresh air to the card's intake fan.

If you have room for a bottom intake fan, that may help too as it is more in line with most gfx card fans.
in some cases yes it will help as you will be blowing cold air pretty much directly into the gpu but it will depend on the fans placement in relation to the card.
you basically want about 2/3rds of the fan below the gpu and direcly in front of the gpus fans/blower for it to be of much use.
 
I tried to remove the side panel, I don't know if it actually helped or not, since the max temperature did go down by 2'c , but then when I put the side panel back on the effect somehow still remained.

If I were to put a fan, should I put an intake or exhaust ?
