Does small difference in CUDA cores in a GPU makes any difference in performance?

I know the more cuda cores in a GPU the better is the performance but will a difference of 128 cuda cores makes any significant performance difference?

Gtx 1050 ti has 768 cuda cores and 1050 has 640 cuda cores. So, there is a difference of of 128 cuda cores. If I choose one GPU between 1050 ti and 1050 which one should I choose?

My specs are:--

Windows 7
Pentium G2030 3.00 GHz
6 GB RAM
GIGABYTE H61M-S
Zebronic 450watt PSU

I know its an old and weak PC but I want a GPU for it.

Yes, it's a significant diference.
Deppends on the budget you have, if i have enought money i would aim for the ti model, but all depends on the monet do you want to expend, the setting and resolution do you want to play, etc...
