Does the asus VG248QE support HDMI 2.0?

Its a simple question but I can't find the answer anywhere

And if it does, can I use a HDMI 2.0 cable with my MSI GTX 970 gaming 4G to display 144fps at 1080p?

No it's HDMI 1.4, on that monitor only the DVI and displayport support 1080p@144hz. The only monitors I have seen with HDMI 2.0 are 4k displays, but there maybe more.
