Question Does the CalDigit TS3 Plus Dock work with non-Thunderbolt devices?

Does the CalDigit TS3 Plus Dock work with non-Thunderbolt devices? I'm using a Razer Blade 14 (2021, 5900HX) that doesn't have USB4 nor Thunderbolt of any support. It does however support USB-C 3.2 Gen 2 (10Gbps) w/DisplayPort 1.4 Alt-Mode & 100W Power Delivery. So in theory, I could be able to connect my DisplayPort monitor (1440p 144Hz), peripherals, a 1Gbps Ethernet connection, and a high-speed SSD (I know the SSD will get throttled) through that single cable?

And would I need a Thunderbolt cable or a USB cable to connect the dock to my laptop?
 
The TS3 Plus supports Mac and PC computers that feature a Thunderbolt 3 or Thunderbolt 4 Type-C port. Some Windows PC manufacturers have decided not to support 3rd party charging or dual monitor connectivity. We recommend checking with your PC manufacturer for more information. The TS3 Plus is not compatible with USB-C computers or tablets.
From the manufacturer's website. This leads me to believe it's only going to work with TB3/4/USB4.
