I'm planning to buy the AMD Ryzen 3 1100. I won't be overclocking (but I might be doing heavy gaming) and the CPU is supposed to have good temps. Do I absolutely need water cooling in my coolermaster elite 110 case? Will it be alright without it?
you definitely should skip liquid cooling unless you already have the high end HW.

Kudos on Gentoo you really want as many cores as possible to setup portage to run in parallel. And over 16GB RAM is useful if you want to setup portage tempdir as ram disk

Wait until the CPU is launched and you can see how hot it does or does not run. Also if you mean closed loop cooler many of these are outperformed by cheaper air coolers.
