🤔 Difficult to tell.
I have 2 concerns with it:

I'm unsure on how to use it's power-on function (or if it even works). Based on the listing info, you need to connect PC case's front I/O cables to it (power, reset switch, HDD led) and then, with included cable, reroute the connection to MoBo.
And then, you also need to provide it supplementary power, so that when system is turned off and doesn't have any power, the add-on card has the power to switch the PC on.
In theory, it should work. Does it in this case? I'm skeptical.
😒 That add-on card, if it does work fully, with all the features it has, sounds a bit too good to be true. Especially given it's cheap price.

Dell is notorious with everything proprietary. Proprietary MoBo, proprietary power connectors, proprietary PC case etc. Could be, that the front I/O cables are also proprietary, whereby you can not use the standard ATX front I/O connectors, that add-on card requires.
It surely had the power, reset and activity LED pins, but my concern is that on Dell MoBo, they all aren't clumped together as it is with standard ATX MoBos.
Either look up your MoBo manual and look where the front I/O connector pins are on MoBo or open up the PC case and see for yourself.
