[SOLVED] Does this mean my gpu is dying?

Hey guys i need help, For the past two months of me using my computer, i have started to notice weird things going across my screen as if my gpu could be breaking, They look a little bit like this except you only see it for a split second or even just 1 frame, it sometimes goes really crazy and keeps happening but doesn't happen 100% of the time when im using my computer.

I have come to believe that it is a sign of my gpu not getting enough power or something in my power supply has gone wrong. I would like some assistance as i am debating if i am needed to go out and spend $150 to buy a new power supply or if i need a new graphics card. I hope someone on this forums can help.

Solution
You can use either. It doesn't matter if it can handle it. If you still see the artifacts then it's driver related most probably, if not then it's the GPU.
