Does this motherboard come with Windows 8.1 or just drivers?

Hi, I'm looking at the ASRock H81M-ITX LGA1150 Mobo and on some sites it says comes with windows 8.1.... is this an actual license key or would i still have to buy windows?

The motherboard itself does not ship with any operating system included.

Possible there is some kind of bundle on the sites, but no, motherboards do not come with operating systems.
