So I am Planning on building thi8s Pc and I was wondering if you guys had any idea on better parts for the price, uneessary money wasted, ect. P.S. I plan on putting the 2 140mm fan in front (as intakes obv) and the 200m in the top as an intake. I am going for a quiter build so I decided to replace the stock fan because I heard it is loud.

Thats a tier 3 PSU you have in the Build and that would mean. Some Haswell compatible, some not (maybe unconfirmed). Still safe to use and stable, just lower quality components. Not really ideal in serious overclocking or super-high load situations, such as a Bitcoin mining rig or a high end gaming system. (What i said is taken from what TomsHardware said under tier list 2.0)

So that would mean that Its not ideal for your setup unless you dont mind if it last like 2-3 years so you can save for a better one like the one i linked above.

So i would say your build is perfect for now because that PSU but when you can afford the Platinum P2 750W your PC build will be perfect for any game you through at it for around the next 2-4 years and if you upgrade your GPU later on to like a 1080 or 1070 you can run any game for about 5 years or more.

Your build is reasonable.
Some thoughts:

1. Nice case.
The case comes with a 200mm fan that I would keep as the only intake fan.
200mm turns slower and is quieter, yet, it will push as much air as two 140mm fans.
You can keep the 140mm as exhaust in the rear to direct the airflow.
At least try the stock solution before you fix a problem that you likely will not have.
Your parts are relatively cool and need no excessive airflow.

2. The Noctua NH-D15 is HUGE, and really not necessary.
I cool my I5-6600K overclocked to 4.8 using only a noctua NH-U12s.
My case has only a 180mm intake fan with the speed turned down.
Look for the newer s variants from noctua. They are designed to not have clearance issues with tall ram, and more importantly, they are offset so a graphics card backplate in the first pcie slot will not conflict with the cooler.

3. For storage, I prefer Samsung and WD as higher quality brands.

4. Your psu is a tier 3 unit on this list:
http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
750w is ok, even 650w is ok.
I would look first to Seasonic for quality.

Ok so this is how the pc stand as of now thanks for all your guys help so far.
It's not much different changed the cpu cooler to a cheaper but still quiet cooler, removed the 200mm fan and chose a better psu.

Is the budget 1500 dollars??

I would just keep that 100 dollar gap to RMA or Replace a item.
