Does Tow Infantry Slow Down the Game

Previously you needed resources to build the latest and greatest
units. Now with Tow Infantry all you need is the tech. The AI tends
to exploit this by irrigating and drafting like crazy. I find that
slows the end of the game down since it is more difficult to weaken
them. I used to just go for their oil and rubber.

I think that as offense was enhanced some, defense also got a
reasonable boost. Conquests adds a number of defense advantages, and
TOW Infantry is only one of them. Both for balance and realism, it
isn't a bad thing. Modern era conquest should be work. Drafted TOW
Infantry, though tough, isn't a match for Mech Inf defensively, and
with enough bombardment units and modern armor you should be able to
push through them.

It does make it harder to defeat them without getting to modern
armor first.

I think it makes a big difference. Yeah I can defeat them with Modern
Armor but no way near as quickly. Prior to Conquests I could get the
enemy down to Infantry or Guerillas. I could cut through those like
butter. Once I wore them down the weaker civs could join in and take
cities with their Calvary too. In the game I just played I saw a
badly beaten civ hold out to the very end despite being at war with
everyone.
