Does turning ON my PC with a room temp of 30 C make my PC overheating ?

While room temperature affects the CPU temperature it is not the thing to worry about. What you need to worry about is the temperature of your components when your system is running.

You can use a program called speccy or something similar to monitor your temperatures: https://www.piriform.com/speccy

If your PC is dust free, with good air flow and properly installed CPU cooler then you should be fine. However, I highly recommend that you continually monitor temperatures, especially when gaming.

If computer (GPU/CPU) stay at 75 to 80 at room temp of 20C, they would pretty much be that about that 10 degrees higher at room temperature of 30.

So unless you were suffering from overheating before that, no.. no real difference. I would advice monitoring the temperatures though since 30C is above "normal" usage temperature.
