Question Does wattage matter?

So,i recently upgraded my psu from 400w to 550w,before i talk to much here is my pc specification:
Cpu:Intel core i5 4670
Gpu:msi radeon rx560 4g aero itx
Monitor 60hz 19"
Mouse and keyboard standard
2 standard hdd.
So im wondering if wattage matter since im trying to use 550 watt psu to find a way to fix my gpu problem, someone say my gpu have lack of power.
And here i am upgrade my psu,but i have another problem with my own house power,it only has 450va which idk is that enough.
Im too worried to try my new psu,any advanced in this please tell me,will there any problem occur or solution happen when i tried.

Sorry, but I don't understand what the problem is. Your GPU has a torture consumption of 103 W, your CPU has a TDP of 84 W. Both your PSUs are overkill...

The problem is my gpu cannot use default clock speed like a normal gpu should,only underclock is the only solution this far,and psu i did upgrade for preparing gpu upgrade,but not anytime soon,so is my gpu faulty? Or not? Since i have very low pc spec, I can't tell if its my gpu or my psu or cpu
 
What are the GPU temps? What is the GPU voltage?
The gpu temperature is 30°c idle and 60°c at most underload(this require underclock to avoid crash),never reach more than that,the crash happen in the default clock speed,idle and underload(the default never can be monitored since crash the whole system)
 
Maybe a stupid idea, but. The mosfet on this card are cooled by the exhaust from the fan and are under the heatsink fins. Arent the fins clogged with dust, does the air from the fan get to the Mosfets? The card was fine before and the problem only appeared now?

The card is super clean,and the problem occur since the first time i bought it,but i have ever tried on my friend pc and its normal,then i tried on my pc the problem occurred,i have done pc upgrade from motherboard,ram, processor,and the last is psu,since i though the psu is the main problem,but now i can't test the new psu because i need to upgrade my house power(can't afford new vga atm),the current psu is enlight 400w 80+ bronze if you wondering
 
If your home network has 450 VA and you use a new 550W PSU, nothing bad should happen, because with the components your PC has, PSU won't need 550 W. Of course, you can't have anything else on that will take power from the home network.
