Does windows 10 slideshows reduce system performance?

So I have my windows 10 wallpaper set to the photo slideshow. Im struggling to get RAM because for some reason my PC has half of it reserved for hardware. Article link on that: http://www.tomshardware.com/answers/id-3499550/half-memory-hardware-reserved-x64-bit.html

Anyways my whole system can only run on 4GB of RAM now and my games really dont like that. Im doing everything to try to get free ram and make my system run optimal. Any Ideas?

Answer to topic: No, this isn't going to cause your problem, Have you thought to run linux on PC and see if it sees all 8gb?

try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/ and just see if it can recognise all the ram. Looking at other thread, it sure looks like its the motherboard at this stage.
 
Thanks for the response. My question here wasn't on the RAM issue but on how I can get the most out of what I have. Its weird because the PC can detect all 8GB but just doesn't use it. It uses any slot and what ever config and splits that in half. Its not the ram or the slots because I changed slots.
