Domain controller active directory gone

Good morning,

I have recently purchased a new server with Microsoft server 2016 installed. I am replacing a domain contoller/DNS static that is running server 2003. On the 2016 server I have installed active directory and DNS services. Everything appeared to be fine during the dc promo procedure. I added the new server to the existing domain, Forest functionality has been raised to the highest setting on the 2003 server, and fsmo roles were switched over without any issues and I shut down the 2003 machine at the end. Several hours later I was receiving complaints that when a client logs into a workstation they receive a. error stating that the domain could not be found. I logged into the 2016 machine and the user accounts to active directory are completely gone. When opening Active directory users and computers I receive an error stating "Naming information cannot be located because: The specified domain either does not exist or could not be contacted." Was there a step that I completely missed? If anyone can provide any assistance it will be greatly appreciated!

This may be a stupid question but where is the "on" switch located? lol Everything appears to be running in the services box in AD DS. I apologize for being daft on this subject. 2016 is a whole new animal for me.

It's not a stupid question, it is more complicated with newer versions. I don't have a lot of experience with 2016, but I know in 2012r2 when you open server manager you'll see your roles and the AD DS will be in Red if not turned on. Forgive, it's been a while since I've done this so I'm not 100%, but there should be something to click on in the red area of AD DS to start the service.
