Don't know whats wrong with my pc...plz help

Hi,my computer has been acting up lately and now it won't startup.When I push the start button my fans spin for about half a second and it just carries on in a loop. Every so often when I try to start it up, it starts like normal then goes into bios menu and then it performs as normal. I have taken my whole pc apart and put it back together but I still cant find the problem...I thought it might be my Cpu overheating on startup but I'm not sure...Can you help me out??

It's not likely that it is your processor, however I would check that any PCIe modem or wifi card is plugged in correctly, as this can cause that specific problem. I would check next that all of your memory modules are seated correctly, as I had this exact problem the other day when I was cleaning out my pc.
