Basically:

YouTube, for a little over a year now (on Chrome), will not load any YouTube videos (it does occasionally, but it's screwy when it does). By that, I mean it will load the advertisement (if any), but it will be all black, and after that, the video will buffer for a good 15 or so minutes (it varies). After it's done buffering, if I click on a button, hit back, do anything to change the URL, it freezes my entire Chrome (usually ending in me having to close it out)

My Adobe flash player is up-to-date. This only happens on Chrome (which happens to be what I use the most), I can play videos all I want with no problem on Steam or Steam's overlay, same with Edge.

Because of the way that Chrome is designed, I use Edge to watch YouTube. It works quite nicely.

I really don't want to open Edge just to watch a YouTube video, but I'll give Edge a try to see if I could use it instead of my default browser. This problem is only on my computer, so I don't really know what you mean by "because the way it is designed".

I think that Chrome does a worse job in the modern internet than Firefox and Edge, so my everyday web browser is Firefox. I only use Edge for Amazon Prime, Netflix and YouTube. I have links in my start menu for YouTube and Amazon Prime that only open with Edge because I have my system set up to use Firefox as the default browser. It is a complicated work around for an evolutionary issue.

I just tried watching a few YouTube videos on Edge, and it was going 'okay' for the first video (had to refresh), but for the others it wouldn't stop buffering. The last one pretty much froze Edge like it did Chrome. My internet is fine, this issue has just gotten out of hand.

Your hardware specs look real nice so I can't imagine what the hang up is. Have you gone in and cleaned everything and checked all your connections? Have you run malware scans and the sfc scan? There must be some kind of issue because with your hardware you should not be experiencing any stutters or anything.

I've run Malwarebytes a few times, nothing out of the ordinary, I keep my computer clean. Only things I really have installed here are gaming applications (Steam, Origin, Uplay, etc.) and some editing/working tools. I've done many searches over the year that it's been acting up and I haven't found anything similar to this problem.
