Dota 2 or source game use low ram (memory usage)

Dota 2 not using full ram that i have available

I have a pc that is so-so to run even dota 2 in mid settings IMO
Windows 10 pro (64 bit)
I have intel HD graphics 4000
Nvidia geforce gt 630m
Intel core I5 3210 cpu which can go turboboost
6gb ram(5.8 usable)

As i stated Dota 2 would not or rather insisted in using high ram.
It will always stuck on 900-1000 mb usage when checked on task manager.
My memory usage will stuck on 50% only.
But if I play others game that is not source related like dirty bomb.
My ram can go up to 80-90%
So i think this is not pc problem but it is related to source games
I have also played tf2
which give me also a bad performance

yes it does since my fps will only go to 20-30 even on low
