Doubts on Monitor

So let's make this easy and simple.
I'm currently using a 1366x768 60hz monitor with my new i5 6500 and GTX 1060 6GB. I would like to get a new monitor(probably more than 60hz). I live in India and wondering if anyone could suggest me the best in price. 250$ would be the limit for me. I don't think that I can get a 144hz in that range but still my current monitor is outdated and the gameplay is not smooth.
So please suggest me with the following specs
1. 1920x1080 probably, If I get anything beyond is even perfect.
2. 120hz or 144hz. Or 75hz maybe until my gameplay is smooth.
3. 250$ budget limit. Don't gimme links of US sites cuz I can't afford the custom tax. Suggest me in Amazon.in site.
4. Is there any way I could make my gameplay smooth? Is it my monitor or some issue?

Well I mostly play Rainbow Six Siege all the time and GTA 5 sometimes. That's it. All I need is smooth gameplay. My current monitor is 60hz and still not smooth. IDK why :/
Update: That's a 60hz monitor basically and only works in 75hz when the AMD's Freesync is ON. I'm on GTX 1060 so that would be useless.
 


No drops actually. My fps stays at around 100~ in all the times. And when I enable Vsync, there's an input lag.
