Download speed capped on steam and uplay

On speedtest and other various download speed testing websites, I manage to reach 200Mbps, however, when downloading on steam and uplay I only get a max of 10MBps. This doesn't happen on any other platform, for example, LOL downloaded at 23MBps which is expected. I've checked if there's a cap, I've opened ports, I've changed the hosts file, I've flushed my dns, nothing is working. Help is appreciated. Thanks.
 
Even if you wanted to do this intentioanlly it is not real easy so I suspect it is something outside your house. Steam seems to download at almost random rates for me nowhere near the maximum it could. They have multiple data centers and which it selects I have no idea. I downloaded the same game 2 times with very different rates and it came from different locations. Other than being something interesting there does not appear to be any settings.

Pretty much if anything downloads at the full speed your connection is fine. It would have to be a setting in the application if there was anything.
 
The rate is not varying though, it's a constant 9-10Mbps on steam and uplay. When opening the ports for steam it got to 24Mbps but only for around 10 seconds until it dropped back down. I'm just trying to find a way to maintain it. I believe it something to do with my router and pc's firewall.
 


It's not your router or firewall.

It is simply what Steam is serving up to you. The do limit the individual download rate, to spread it among the other hundreds of thousands if users.
 
That doesn't explain how when the ports were opened, the download spiked to 24. If steam was limiting the download why would opening the ports alter it the speed for a various amount of time?
