Download speed drops drastically, only when downloading.

So i checked my speed before i started to download shadow of mordor on steam and it was at 8 - 9 mbps download. But i have not once achieved much over 1 mbps when actually downloading anything. Mit might sometimes reach 1.3 but usually fuctuates between 1.1 and 700kbps.
When i then do s speed test while still downloading, im only achieving around 1mbps. I am clueless as to what is causing this as it only seems to happen when i start to download something. Virtually every other time i run a test, the speed is hovering around 9mbps.

Reason for this and a solution if possible would be much appreciated.

I have 50 mb download and 5 mb upload and when I download a game from steam ect I never get pass 4 to 5 mb speeds myself so its your isp and service that limits you. And THE SERVER YOUR DOWNLOADING from.

I thought as much that the ISP would have a hand in it but why does my speed only drop when i start downloading? Do they see im trying to use the speed im paying for then take it all away when i actually need it?. I understand that the download itself wont match the dl speed i get on the speed test, but why does it show such low speeds only when i download?

What does steam say your download rate is when downloading a game or update? Peak and current. Check if it is saying MBps or Mbps. 1 MB is 8 times larger than 1 Mb.
