Download speed is 0-40b/s HELP

Hi guys i just bought ethernet plugged into pc and ping is ok= 60ms in games. SpeedTest is showing 5mb download speed but real download speed is 40kB/s i need help want to download discord but cant :´((
Every answer will be appreciated. And on other PC is 700b/s-1Mb/s...

Ok i fixed it ) Plugged it in another port and wifi speed is again 700B/s. thx for answers
