Question Download speed issues only on my PC

I recently significantly upgraded my internet speeds, which works perfectly on every device in my house except for my computer. On all devices in my house I am getting a very impressive ~250mb/s download speed, yet on my PC I am capping at around 35-40mb/s but still getting a 20-30mb/s upload. I thought that maybe my network adapter on my PC was outdated, but after installing a new one, I see the same problem. I then considered my PC might have some malware or spyware on it, but after scanning it with a high end anti-virus and removing all suspicious files, I'm still not seeing any improvement. I'm stumped - what else could be the issue?

GTX 1070 Ti
16 GB DDR4 ram
Using Windows 10

I'm using a wifi connection since ethernet is not an option for me, and on my phone at the same location as my computer I am getting 300mb/s currently.

I checked, and my auto tuning is disabled.

and what the wifi on the desktop? adapter? motherboard? exact model?

While my phone gets 300mbs I'm only getting 30mbs on my desktop. I'm using an Intel Dual Band Wireless AC 3168 and my motherboard is a ASRock Z370 Pro4

I checked, and my auto tuning is disabled.

Did you test with it enabled?
