Download speeds much higher than ISP specifies

My router's inbuilt speedtest shows my down speeds about 65 mbps and up 21. but on ookla i get 20 down and 21 up. And i SHOULD get 20 up/down as that's what my broadband plan is. But i do get around 30-35 mbps on steam, about 35-40 mbps on the google play store and sometimes on torrents with a good number of seeds i get upto 60 mbps down. what is this?

Make sure you arent confusing MBps with Mbps. They are two very different things.

"Bandwidth" and "Download Speed" are quoted differently.

Bandwidth is quoted as megabits per second.

Download speed (as shown in a live download info box in Windows, for example) is quoted as megabytes per second.

8 megabits = 1 megabyte

So make sure you are comparing like with like.

Seems like an error on your ISP part. To fix this, contact your ISP and either:
1. They cap the down/up speed to the values as specified in your contract.
2. They ask you more money for much faster speeds than specified in your contract.

Of course, there also can be a Speed Boost feature that you don't know about. Some ISPs (including mine) do offer Speed Boost for slower connections to ease the browsing, where anything that's downloaded is smaller than e.g 10MB in size, the Speed Boost activates and downloads it (usually) 3 times faster than the regular download speed specified in the contract.
Since most torrents come with packages no bigger than 4MB, you can use the benefit of Speed Boost for the full torrent when there are plenty of seeders.
