Question Dram fail, No Signal From Device, GPU not detected

Trying to setup new gaming PC

After completing hardware setup on boot first noticed error on monitor "No (cable type) signal from device - going into standby mode". Rather than goto standby, boots into bios which displays just fine. Tried 2 DP and 3 HDMI cables - no change.

Also noticed fans on GPU would spin for 30 secs or so then stop. Set all fans to full speed, no change - 30 secs then stop. Tried Dell's built in diagnostics and self diagnostics but that didn't help at all.

Removed and reseated GPU and Memory several times - no change. Further troubleshooting discovered DRAM Fail and GPU not detected on motherboard status LED's. Removed GPU and replaced with working GPU from current desktop. Replacement GPU fan spins continuously but nothing has changed so assuming a bad motherboard.

Thought all issues, may be driver related since no OS has been installed. Cannot get past bios or boot from USB thumbdrive or USB Hard drive.

Please help!!! Any assist would be appreciated....at least confirm replacing MB is best option going forward.

MB MSI Z790 Tomahawk
Ram: Fury DDR5 6000mhtz
CPU: Intel I7 14700F
GPU: Radeon 7900 GRE (second was older Geforce 1070TI
PSU: BeQuiet Straight 12 850w
Monitor: Dell 34" S3422DWG

Replacement GPU fan spins continuously but nothing has changed so assuming a bad motherboard
If the board is the same linked above, you have what is known as BIOS FlashBack button

Memory is Kingston Fury Beast Kingston Fury . Reading up on flashing Bios but wonder if it will detect usb drives.....

Sorry about that....here's the correct link for ram.

Also flashing bios did get me to a point where I can not boot to USB and begin Win 11 install. This leads me to believe this all may be related to no os and no drivers. I'm hopeful at least....Thank you so much!

Well, getting there but new issue....Win 11 installed successfully (or so I believe) . On WORKING THROUGH setup getting stuck on "Let's get you connected..."

According to other posts Iive reviewed, there are no networks installed though wired connection. Next disabled, keyboard with not respond to Win+R, Shift F11, Ctrl Att Del Ect

FYI, Enter key worked on keyboard to get through previous steps so completely stuck. Reboot just setup again...This is getting really FRUSTRATING!!!
