Question Dram red light on and no display

I bought new parts to assemble a new PC.
MSI B450 Gaming Plus
Ryzen 5 2600X
EVGA RTX 2070 XC
4 sumsung 8G memory
EVGA G3 650W PSU

When I turn on the pc, the red light of DRAM is on. All fans are running. But no display and no lights on my keyboard and mouse.
I try to connect to different USB for KB and Mouse and different HDMI for my monitor. No luck.
Then, I requested a replace of my motherboard and PSU. No luck.
I tried each memory card into the memory slot. No luck as well.
What is the DRAM light means? What else can be the issue?
